There seems to be a company working on something very similar: http://www.launchpnt.com/Power_Ring.31.0.html

They also appear interested in launch assist mechanisms, interestingly enough.
This paper describes their power ring: http://www.launchpnt.com/fileadmin/articles/002_Fiske_PowerRing.pdf. The magnetic levitation system has many parallels with Keith Lofstroms launch loop design.

I missed that earlier about the launch assist mechanism. That one does not look much like a launch loop at all, though.

The artist's concept on the launchpoint site looks like a high-g job for cargo/microsats.  One would think that they would obtain some of the necessary engineering expertise needed to build a launch loop by building their ring though.
