In order to build the LiftPort Space Elevator, or any space elevator at all, new international laws will have to be written pertaining not only to space, but to aerospace and international maritime law as well. The LiftPort Space Elevator will be the first object that will be a semi-permanent ship that will be located in international waters, the first permanent structure that will occupy a fairly wide region of international airspace, and the first space object that will stretch through all orbital altitudes with a differing speed to existing orbital objects.

We, or any other space elevator company, are going to need US$10 billion in public financing (or direct funding) to produce and launch the space elevator in the first place in addition to private funding and private finance. Without the support of government, the ability to receive that funding would be impossible.
